B. PALISADE TOWN GROUCH: The Palisade Lions Club is hosting its 41
st
annual Town
Grouch Contest. Every year, the Palisade Lions Club helps the community select its most
prestigious representative, the Town Grouch!
This year, voting begins June 6th with the announcement at Bluegrass Festival and ends with the
“Crowning” of the new Grouch at the Peach Fest Ice Cream Social on Thursday, August 14,
2026, by last year’s Grouch.

C. NEW CLASSES! Starting Tuesday, August 4, 2026, at the Palisade Gymnasium: POP Pilates

A. ORDINANCE 2026-12 – Electric Mobility Devices
The Board of Trustees will consider ORDINANCE 2026-12 amending the Palisade Municipal
Code to establish regulations for the operation of electric mobility devices within public parks
and trails.

the Board reserves the right to clarify information from comments that are factually incorrect.
All emails sent to the Town Clerk for public comment will be forwarded to the Board of Trustees. Any
member of the public who wishes to have a statement or email read to the Board of Trustees is required
to appear in person and make said statements to the Board directly.

AN ORDINANCE OF THE TOWN OF PALISADE, COLORADO,
CREATING A DROUGHT RATE POLICY BY ENACTING SECTION 13-
26 OF THE PALISADE MUNICIPAL CODE.
WHEREAS, the Town of Palisade (“Palisade” or the “Town”) is a Colorado municipality
organized pursuant to Title 31 of the Colorado Revised Statutes and with the authority set forth
therein; and
WHEREAS, the Town has adopted regulations related to its water service and has
authority under Colorado law and the Palisade Municipal Code to operate and regulate the Town’s
municipal water utility, establish rates, fees, tolls, and charges for water service, and regulate use
of the Town’s water system; and
WHEREAS, the Board of Trustees finds that drought rates need to be adopted to protect
the municipal treated water supply from overconsumption due to drought conditions; and
WHEREAS, the Board of Trustees finds and determines that it is in the interest of the
Town to amend the Palisade Municipal Code accordingly.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE TOWN OF PALISADE, COLORADO THAT:
Section 1. The foregoing recitals are incorporated herein by reference as if set forth in
full.
Section 2. Article II of Chapter 13 of the Palisade Municipal Code is hereby amended
by enacting Section 13-26 as follows:
Sec. 13-26. – Drought Policy and Rates.
During drought years as defined by the National Drought Mitigation Center’s U.S. Drought
Monitor and in conjunction with regional water providers, the Board of Trustees will determine
when to implement drought rates to protect the municipal treated water supply from
overconsumption, which drought rates will be adopted by resolution. Any funds collected from
the drought rate increase will be used for future water infrastructure improvements. Any adopted
drought rates will expire in coordination with regional water providers, typically upon the
termination of the irrigation season at the end November, or as otherwise determined by the Board
of Trustees.
