The City Council meeting is held in the Council Chambers on the second floor of City
Hall, located at 201 West Virginia Avenue, Gunnison, CO, with remote access available
via Zoom

The public may attend this City Council meeting in-person or via Zoom with phone or

I. Presiding Officer Calls Regular Session to Order (silent roll call)

II. Announcements
Background: Council and/or City Staff may give announcements related to upcoming
City events, projects, or acknowledgements.

III. Western Colorado University Liaison Announcements
Background: During the academic year, the Western Colorado University Liaison may
give announcements related to upcoming University events and programs.

IV. Public Input
At this time, members of the public may provide comments to Council in English or
Spanish on topics that are not on the agenda. Any questions will be received as
comments and potentially responded to by the appropriate staff or Council member,
following the meeting. Per Colorado Open Meetings Law, no Council discussion or
action will take place until a later date, unless an emergency situation is deemed to
exist by the City Attorney. Each speaker has a time limit of 3 minutes to facilitate
efficiency in the conduct of the meeting and to allow an equal opportunity for
everyone wishing to speak.

V. Consent Agenda

Background: The consent agenda allows City Council to approve, by a single

motion, second and vote, matters that have already been discussed by the entire
Council or matters that are considered routine. The agenda items will not be

A. Consider a motion to authorize the Mayor to sign Gunnison Valley Corridor Plan
Memorandum of Understand; and
B. Consider a motion to authorize the submittal of the Competitive Grant through the
State Historical Preservation Office for the City Municipal Building Elevator
Modernization Project; and
C. Consider a motion to approve Resolution No. 12, Series 2026: A Resolution of
the City Council of the City of Gunnison, Colorado, Rescheduling November and
December 2026 Regular Session Meetings

VI. Proclamations, Recognitions, and Appointments
A. Appointments, Planning and Zoning Commission
Background: The Commission serves at the pleasure of City Council by carrying out
planning and land-use responsibilities. Four vacancies currently exist.

Action requested of Council: Consider a motion to appoint Chris Cassling and Lisa
Lucas to the Planning and Zoning Commission to serve a 5-year term effective
immediately.

VII. New Business
A. Update: Gunnison County
Background: Gunnison County is committed to enhancing partnerships and
communications across the Valley. To this end, elected officials and staff have
initiated an effort to occasionally attend city and town council meetings throughout
the Valley to provide updates and engage in discussions on a variety of matters.

B. Update: Resiliency Project, End of Year Report
Background: An annual update will be provided on activities in 2026.

C. Memorandum of Understanding, New Computer Aided Dispatch and Records
Management System, Police Department
Background: Implementation of the modern, cloud-based RMS 10-8 System will
significantly improve the performance, accessibility, and efficiency of the Gunnison
Police Department’s records and integration with the computer aided dispatch
operations.

Action requested of Council: Consider a motion to authorize the Mayor to execute
the Gunnison/Hinsdale Combined Emergency Telephone Service Authority
Memorandum of Understanding for Computer-Aided Dispatch (CAD) and Records
Management System (RMS) Group Contract and cost allocation.

VIII. Old Business
A. Ordinance No. 6, Series 2026, First Reading: An Ordinance of the City Council
of the City of Gunnison, Colorado, Amending Title 15, Land Development Code (LDC),
Chapter 15.90 Existing Nonconformities of the Gunnison Municipal Code.
Background: The LDC currently limits changes to existing, non-conforming land uses.
Consistent with the presentation to City Council, modifications to the LDC are
proposed to expand flexibility.

Actions requested of Council: Consider a motion to 1) Introduce Ordinance No.
6, Series 2026, and read the ordinance aloud by title only; and 2) a motion to
