The ballot item follows City Council discussion about the pool’s current and future needs, including the costs associated with maintaining and operating the facility. The measure would increase the City's sales and use tax rate to 3.46%, currently 3.39%, then reduce the rate by 0.04% once full repayment has been met. A question was placed on the 2026 Community Satisfaction survey and identified in favor of including the item on the ballot.
