Durango, CO: **Council will hear a presentation from the city’s Prosperity Office on what the city’s Proposition 123 filing commitment will look like from 2027-2029.
The three-year commitment proposes a goal of 99 affordable and workforce housing units. All units must have a formal affordability restriction, such as a deed restriction or a Land Use Restriction Agreement.
The city has many projects in the pipeline, including the Rivergate Workforce Housing Project, which aims to build approximately 50 townhomes, and the Lightner Creek Commons project, which plans to build 29 townhomes.
The city reached full compliance with Proposition 123 requirements for the 2024–2026 cycle in August, securing continued access to affordable housing funding for the next three years. Proposition 123, approved by Colorado voters in 2022, created a permanent statewide funding source for affordable housing.

Receive an update on the city’s organic waste management study. In January of 2025, Council directed the City Manager to research organic waste management ordinances. Research and stakeholder engagement have been taking place for the past year and are nearing conclusion. This update outlines the remaining steps in the process for Council to review the study and take potential action regarding organic waste management policies.
Vote on a resolution that directs the City Manager to pursue an amendment to the Land Use and Development Code regarding remote parking.
