MINUTES OF SPECIAL MEETING
JUNE 16, 2026
CALL TO ORDER
The meeting was held both in person and via virtual meeting portal Zoom Meeting, pursuant to
the Town’s Electronic Participation Policy.
The Mayor called the meeting to order at 6:00 p.m. In attendance were Councilors Grambley,
Kroger, Montague, Greenwood, Scoville, Mayor Pro Tem Lakin, and Mayor Clark.
AGENDA ITEMS
- Notice of Award for the Beaver Creek Infiltration Galley Project
Town Manager, Preston Neill presented the results of the Request for Bids (RFB) for the Beaver
Creek Infiltration Gallery Project, noting two bids were received, Meridian Contracting at
$641,386 and Ridgway Valley Enterprises at $752,043.50.
He recommended awarding the project to Meridian Contracting since they provided the lowest
bid; successfully completed of the Beaver Creek Diversion Restoration Project and can begin
construction in August 2026.
Council discussed the project costs and contingencies, the potential for change-orders, and
confidence in the project budget.
Alan Leak, RESPEC project engineer, explained the project is based on a unit-price contract
and significant cost overruns are not anticipated unless unforeseen field conditions arise.
ACTION:
It was moved by Councilmember Montague to issue Notice of Award for the Beaver Creek
Infiltration Gallery Project to Meridian Contracting, Inc., at an amount not to exceed $641,386.00.
Mayor Pro Tem Lakin seconded the motion and the motion carried unanimously.
- Discussion regarding Town Council rules of procedure and decorum
Town Attorney, Bo Nerlin reviewed the existing meeting procedures, standards of conduct, and
public meeting requirements.
Council discussed the possibility of adopting formal procedural rules to provide guidance during
meetings while maintaining the Town’s small-town style. They also discussed public hearing
and public comment procedures, including keeping comments focused on the topic being
considered, and avoiding direct debate with speakers.
Council also considered ways to better manage meeting length, including enforcing time limits
for presentations and public comment, encouraging presenters to summarize written materials
already provided in Council packets, and exploring the use of timers or other tools to help
meetings stay on schedule.
Staff was directed to continue researching procedural options and bring additional information
back to Council for future consideration.
