  1. 57 Minimum Work Standard is defined as follows:
    In order to meet the Minimum Work Standard, a person must work 1,200 hours per year by
    working physically within the Ouray County boundaries no less than eight (8) of every twelve (12)
    months on a rolling twelve (12) month basis AND during the qualifying eight (8) months must
    work at least forty (40) hours per month.
    3.1.1 Minimum Work Standard:
    3.1.1.1 Qualified Employee. At least one member of the Household who is an Owner shall be a
    Qualified Employee who must demonstrate and verify 1,200 hours of employment physically
    performed in Ouray County boundaries for a minimum of forty (40) hours per month for at least
    eight (8) of the previous twelve (12) months immediately prior to submission of an application or
    provide verifiable intent to physically perform 1,200 hours of work in Ouray County boundaries
    within twelve (12) months of application at a minimum of forty (40) hours per month for eight (8)
    of the next twelve (12) months.
    Background
    Oliv ia Gundrum is a Ridgway Weterhorn homeowner who ini�ally qualified for the deed r estric�on in
    December 2023 without excep�on. During the first bienn ial compliance review for all Ridgway
    Weterhorn owners, it was iden�fied that Olivia no longer meets the Minimum Work Standard in
    Ouray County as her sole full-�me employment has been in San Miguel County since August 2024.
    Olivia con�nues to meet all other ongoing deed restric�on requirements.
    This r epresents the first instance in which a p reviously fully q ualified h omeowner no l onger s a�sfies th e
    Minimum Work Standard upon re-evalua�on. It is i mportan t to n ote that, at the �me of i ni�al deed
    restric�on qualifica�on, other current Ridgway Weterhorn homeowners were granted excep�ons for
    employment outside of Ouray County in the neighboring coun�es.

Excep�on Review Criteria:
Pursuant to Guidelines §11.1.3, the applicant must demonstrate and the Commitee must find that the
Excep�on meets one or more of the following review standards:
11.1.3.1 That the Excep�on meets the general RH policy goals; and
11.1.3.2 That the Excep�on meets one or more of the following review standards:
11.1.3.2.a Promotes greater affordability through decreasing the long-term
opera�ng and maintenance costs of the Housing Unit in ques�on; enabling
the Excep�on Applicant to take advantage of a financing opportunity that
would not be available without the Excep�on; and/or, protec�ng the long-
term affordability of the Housing Unit through a price control or other
similar means.
11.1.3.2.b Promotes or recognizes the long-term commitment of the
Excep�on Applicant to residency, employment, and community involvement
within the County in which the Housing Unit is located or provides housing
for a cri�cal community need.
11.1.3.2.c Provides increased livability or durability in materials, finishes,
fixtures or appliances or useful increased square footage (which shall not
include “luxuries”).
11.1.3.2.d Creates living space for an addi�onal member of the Household
while maintaining the Income Tier for the Housing Unit
11.1.3.2.e Enables a Household to own and occupy a Housing Unit more
suitable to the Household’s needs; or
11.1.3.2.f. Enables the Household to respond to life circumstances that
arise beyond the reasonable control of the Household (such as need to care
for an Elderly or Household member who is Individual with a Disability.)

Dear Housing Committee,

I am writing to formally request an exception to the minimum work hours requirement for
Wetterhorn homeowners. I recently accepted a full-time position with the Telluride School
District in San Miguel County as a Board Certified Behavior Analyst (BCBA). This opportunity is
essential to both my professional growth and the needs of the students and families that I serve.

Telluride School District is one of the only districts in our area that offers full-time BCBA
employment. As a BCBA, my services are highly specialized, and neither the Ridgway or Ouray
School Districts currently have the student population and resources needed to support a
full-time position in my field of work. While I would welcome the opportunity to work in Ridgway,
my specialized role could not be supported on a full-time basis.

My position in Telluride allows me to provide life-changing behavioral and educational support to
children and families in special education just 45 minutes away. Despite working outside Ouray
County, I remain an active member of the Ridgway community and contribute to our local
economy. I continue to maintain strong professional connections within Ouray County as well. I
collaborate regularly with UNBOCES service providers and have recently agreed to offer
weekly, ongoing behavior-support office hours for the Ridgway and Ouray schools. This allows
me to continue serving students, educators, and families within the county by offering expertise
that would otherwise be unavailable locally.

Given the limited regional employment opportunities for BCBAs, and my continued involvement
and professional support within Ouray County, I request approval for an exception to the work
location requirement. My goal is to remain a long-term resident of Ridgway while continuing to
contribute meaningfully to our community and the surrounding region through my life and work.
