MINUTES

WORKFORCE AND AFFORDABLE HOUSING COMMITTEE

DECEMBER 10, 2025

The Town Council acting in its capacity as the Workforce and Affordable Housing Committee
convened for a meeting at 5:30 p.m. in the Ridgway Community Center at 201 N. Railroad Street.
The meeting was held both in person and via Zoom Meeting, a virtual meeting portal, pursuant to
the Town’s Electronic Participation Policy.
In attendance John Clark, Kevin Grambley, Beth Lakin, Michelle Montague, Josey Scoville and
Terry Schuyler. Polly Kroger was absent.

  1. Qualification of purchaser for Lot 8 Vista Park Commons PUD

Staff Report dated 11-25-25 from the Town Planner presenting a request for determination of
qualification for a purchaser of Lot 8 in Vista Park Commons PUD, or 260 Redcliff Drive.

Planner Kemp explained Vista Park Commons PUD plat was recorded in August of 2023 creating
22 residential lots, two of which were designated as deed restricted. A plat note placed
requirements for initial sale price, occupancy and maintenance of affordability. One of the plat
notes require buyers to reside in Ouray County, and earn a majority of income within the County
which can not exceed eighty percent of the area median income. She presented an application
from Ronnie Rodriquez for deed restricted Lot 8, and stated based on the evidence provided, the
applicant meets the requirements.

SPEAKING FROM THE AUDIENCE:

Jack Young, developer of Vista Park Commons PUD stated ‘Ronnie has worked for me for over
20 years’. He noted the future sale of the remaining lot would be processed under the same deed
restrictions and he has found that ‘we are obliged to find a buyer when we can’t tell them the
costs’. He noted ‘they are the most expensive units in the project to build per square foot because
they are smaller in size’, and suggested the ‘most cost effective way’ is to ‘charge the developer
up front and put it on Town property’.

There were questions from the Board.

Tony Brandt, President of the Vista Park Commons Homeowners Association (HOA), stated the
HOA supports the application as they feel ‘Ronnie is an ideal candidate’ and will have ‘constant
presence’ at the development since he has been hired ‘as our maintenance employee’.

There were comments from the Board.

ACTION:

Michelle Montague moved to approve the request for qualification to purchase Lot 8 and transfer
of property to Ronnie Rodriquez; agree with staff on recordation of a more standard deed
restriction identifying the initial sale price, the appreciation cap, and items related to the
qualification and enforcement of future purchasers at the time of any transfer. Josey Scoville
seconded and the motion carried unanimously.

ADJOURNMENT

The meeting adjourned at 5:45 p.m.
