WORKFORCE AND AFFORDABLE HOUSING COMMITTEE

JULY 8, 2026

The Town Council acting in its capacity as the Workforce and Affordable Housing Committee
convened for a meeting at 5:30 p.m. in the Ridgway Community Center at 201 N. Railroad Street.
The meeting was held both in person and via Zoom Meeting, a virtual meeting portal, pursuant to
the Town’s Electronic Participation Policy.
In attendance John Clark, Kevin Grambley, Trish Greenwood, Beth Lakin, Michelle Montague and
Josey Scoville. Polly Kroger was absent.

  1. Consideration for exception request from the Minimum Work Standard

Report dated 7-8-26 from Housing Services Director Eva Henson presenting an exception
application from minimum work standard from Nadia Steinbrecher.

Housing Administrator with the Home Trust of Ouray County, Eva Henson, presented a request
from Nadia Steinbrecher to purchase a deed-restricted condominium at Riverfront Village, Unit
201 at 158 Alpine Loop. She explained Ms. Steinbrecher has been a resident for the past ten
years and meets all applicable deed restriction and program eligibility requirements, except for
the Minimum Work Standard for Ouray.

Ms. Steinbrecher addressed the board and explained she has lived in Town since 2016 and works
remotely as a clinical dietitian supervisor works supervising a team of eight and overseeing
services which support nearly 4,000 patients nationwide. She noted the only eligibility
requirement she does not satisfy is that her employer is located outside of Ouray County,
otherwise meeting all income, financing, occupancy, ownership and primary residence
requirements. She noted “my employer may be remote, but it has allowed me to remain a full-
time resident, contribute to the local economy, volunteer in the community, and establish lasting
roots here”.

Kristin Arnold and Christy Sabo spoke from the audience in support of the exemption request.

Beth Lakin recused herself from the discussion and vote.

There were comments from the board.

ACTION:

Michelle Montague moved to approve the exception request submitted by Nadia Steinbrecher for
a waiver of the Minimum Work Standard to allow for remote employment, subject to the condition
the applicant meets all the requirements of the deed restriction, with the exception of the Minimum
Work Standard in Ouray County. Kevin Grambley seconded and the motion carried unanimously
with Beth Lakin abstaining.

  1. Quarterly report from Regional Housing Services Administrator

Regional Housing Services Director with the Home Trust of Ouray County, Eva Henson,
presented the second quarter report on Housing Services for April through June, and a six month
update on the Housing Services Work Plan. Director Henson highlighted milestones of the
Housing Services Program; deed restriction administration and resident support services;
intergovernmental liaison and stakeholder collaboration; program development and policy
initiatives; financial overview, reporting and budgeting; and presented a review of items which will
be focused on in the third quarter.
