Comments from the Fire Chief
The 2026 wildfire season has been a very difficult one for the fire service at large. With the numerous fatalities this
year, we are seeing the overall morale of firefighters being very somber. I have provided various resources for our
membership and for surrounding agencies. Admittedly, this has been emotionally draining for me and will take
some time throughout the next couple of months for my own mental health.

While we did not win the tug-of-war against the police department this year, we had a great time representing the
fire department.
Administrative Update
• I have submitted information to be a participating agency on another SAFER Grant for Volunteer
Recruitment/Retention. This is through a partnership with other agencies on the western slope. A Grant
Coordinator/Management company was selected to write and submit the grant. This is the same company
our current grant is utilizing.
Personnel Update
• We have lost another full-time firefighter to another agency in the valley. This means we currently have
two full-time vacancies. Announcements have been sent out statewide. Currently, we have two qualified
applicants and have had another two show interest. We have an interview process being finalized in which
we will invite all applicants to participate in.
• We have started our lateral volunteer academy with six participants.
• Our newest full-time paramedic is currently going through the protocol process. Given her background and
experience, she is being fast-tracked through the process and should be released to unsupervised probation
this month.
• I have made an offer, and it was accepted, to fill the vacant Captain position.
Training Update
• As an agency, we are preparing to participate in a county hazmat training which will be held at Clifton
Water District.
• Crews have been doing in-service training on new EMS equipment
• Monthly Fire/EMS training continues. For August, Black Crew will be presenting a case study for our
agency, and it is open to all Mesa County providers.
Apparatus/Equipment/Facility Update
• Tender 41 has had some maintenance performed. The chassis is 2013 and was due to have the struts
replaced.

• Brush 42 has received new rear tires after its return from the recent deployment to California.
• New AC units have been installed on the station.
• A new CO monitoring system will be installed in the apparatus bays. The current system is from 2012 and
is obsolete.
• We have transitioned to a new intubation system after a safety recall of our old system. The new system
will have a lower maintenance cost associated with it. We are submitting to the EMS Council for financial
reimbursement and waiting to hear back.
• Ladder testing took place on August 14, 2026, by CFS Inspections. We have partnered with Mesa County
Fire Authority and East Orchard Mesa Fire, which will reduce the travel costs for all agencies. All of our
ladders passed the testing process.
Mesa County Fire Authority Update
• The Firefighter 1 and Live Fire Testing was conducted, and 7 out of 8 candidates passed all stations. 1
candidate will need to retest. The Hazardous Materials Course will begin in September.
• At the last meeting, Clifton Fire had requested the Board of Directors authorize funding to assist in a
feasibility study by a third party. There has not been a determination of when/if they will enter into a
contract with Clifton Fire District, but I believe this will happen within the next 60-90 days. During this
time, I will continue working with their staff on training and operational improvements.
• I flew to Illinois and picked up the new/used Pumper/Tender and drove it back on August 8/9, 2026. We
will be conducting in-service training for the apparatus.
Miscellaneous
• As mentioned, we kicked off the Peach Festival week with the opening events on Thursday, August 13,
2026, with the Peach Festival itself taking place on August 21 and 22, 2026 at Riverbend Park. I have
created an Incident Action Plan (IAP) that spans the entire event. This has been distributed to all key
stakeholders.
Operations
For the month of July 2026, the Palisade Fire Department responded to 107 calls. This is an increase of 7 calls
compared to the same time frame last year. For the year 2026, the Palisade Fire Department responded to 676 calls,
which is an increase of 90 calls or 15% compared to the same time last year.

For 2026, we have had 11 wildland deployments. Brush 42 has been on six assignments; Brush 41 has been on one
assignment and Tender 41 has been on four assignments. We just sent Brush 42 back out on a support assignment
to California.

Stats for July 2026:
In July, we received 353 calls for service. This is an incredibly high number of calls for us at this
point this year, 2235, so far through 2026. We are currently averaging more than 200 calls for
service over this time last year; this trend has been going on for the last few months. The
Palisade Police Department had multiple days this month with more than 15 calls for service.

Training:
➢ Multiple officers completed a variety of training to meet state mandates and POST-
required in-service training.
Investigations:
➢ PPD is continuing its investigation into multiple complex cases.

Significant Events:
➢ With the influx of calls and increased traffic enforcement due to road construction, our
officers have been busier than usual.

➢ The Police Department was awarded the following grants:

o POST In-Service Grant of about $4,300 to purchase needed in-service related
training items.

o HVE Grant of $6,000 to support traffic enforcement during predetermined periods

o CATPA BATTLE Grant of around $6,768 (Final number is incoming) to support
ongoing operations to reduce Auto Theft and related crimes in partnership with
the BATTLE WEST operations that take place with neighboring agencies.

TOWN OF PALISADE CODE ENFORCEMENT MONTHLY SUMMARY – JULY ‘26

GENERAL OVERVIEW:

Code Enforcement’s Good Yard Recognition initiative was completed in July. 450 residents and
business owners received the coveted green door hangers. This was a great opportunity to meet
and get to know many townspeople. With all the brown yards from the drought, it was necessary
to explain that the criteria for receiving the Recognition were not the color of their lawn, but
rather the notable indication of “pride of ownership” and upkeep being recognized. This process
took 15.5 hours to complete over 5 days. CE continues to educate our community on responsible
water use as needed and has observed an overall improvement following changes to watering
schedules.

STRATEGIES / GOALS:

• Code Enforcement will continue to advocate community water conservation
awareness, echoing the D.R.I.P. initiative of Mesa County. When water is seen
pooling up on the sidewalk/street or when residents water during the heat of the
day, CE will attempt to contact the owner and educate them on best practices and
leave the D.R.I.P. educational door hanger.

• Our Key Performance Indicators (KPI’s) are driven by the Town’s improved
Health, Safety and Welfare over the last year. This will remain a motivating
driver for our CE program.

Message from the Chief:
I would like to take the time to thank the police staff for their dedicated focus on ensuring our
public safety services are exceptional versus average. In the month of July, we have remained
busy and proactive when it comes to traffic safety and customer service overall. We remain
dedicated to staff development and moving the needle up when it comes to our standards.
Lastly, a big thank you to our community and all the support we continue to receive. Teamwork
in all town departments is what has the biggest impact on the services we provide the community
every day. Looking forward to August.

SUMMARY:

The Palisade Board of
Trustees approved an Internal Governmental Agreement (IGA) with
Mesa County Elections Department to coordinate a mail ballot election on November 3, 2026, to
ask the voters of Palisade to increase the sales tax currently imposed in the Town of Palisade.
Town Attorney Jim Neu drafted the attached Resolution and proposed ballot language based

upon the Board of Trustees
’s recommendation. TABOR (Tax Payors Bill of Rights) has very
specific requirements for ballot language and how ballot questions are written. The bulk of the
language cannot be changed. What the Board CAN consider amending is the amount of increase,
and allocation of the revenues.
