Mesa County Detains Drug Trafficker Monica Miller on $500,000 Cash Bond

Monica Miller faces a $500,000 cash-only bond as the 'middleman' in a sprawling methamphetamine trafficking network linked to Melvin Hunsberger, spanning from Grand Junction to Hotchkiss and Utah.

$500,000. That’s the price of freedom for Monica Miller, a 57-year-old local woman now sitting in the Mesa County Detention Facility. The bond isn’t just a number on a court docket; it’s a cash-only barrier that separates her from the rest of the valley’s criminal justice processing.

Miller is accused of being the "middleman" in a sprawling drug trafficking operation that stretches from Grand Junction down to Hotchkiss and out to Utah. The affidavit paints a picture of a coordinated network, not just a few guys selling on corners. Law enforcement identified her as a subordinate dealer to Melvin Hunsberger, who is already locked up on his own $500,000 cash-only bond for similar offenses.

Let’s do the math on the surveillance. The Western Colorado Drug Task Force (WCDTF) and Colorado Bureau of Investigation (CBI) didn’t just guess. They used a wiretap search warrant on Hunsberger. In December 2015, they intercepted calls between him and Miller. They were using code words, referring to narcotics as “sodas,” “batteries,” or “a couple of those.” The court document noted this coded language allowed dealers to check availability without alerting the uninitiated.

About a month after that initial wiretap, the operation moved from listening to watching. On Jan. 8, law enforcement observed a vehicle pull up to Miller’s home. A Colorado State Patrol trooper stopped the driver and found methamphetamine inside. Authorities believed that product came directly from Miller, who had just been resupplied by Hunsberger. This wasn’t just personal use. This was distribution.

The network extends beyond the two of them. Miller is linked to David Zermeno, a Hotchkiss man arrested in January. A traffic stop yielded 10 pounds of meth and half a pound of cocaine. Miller allegedly served as the go-between connecting Hunsberger to a dealer in Hotchkiss, who then linked up with Zermeno. The web also includes Randy Martinez and Melissa Quintana, arrested in Grand County, Utah, in February for possession with intent to distribute.

The supply chain is international. Narcotics reportedly flowed into the valley from Denver, Phoenix, Las Vegas, California, and Mexico. The volume was significant enough to cause local panic. At one point, Miller told investigators that Hunsberger was “completely out of water” — slang for meth. She claimed half of Grand Junction was freaking out because of the shortage.

Hunsberger is currently held on a $500,000 cash-only bond for vehicular eluding, tampering with physical evidence, probation violation, and possession with intent to distribute. Miller’s charges are unlawful distribution of controlled substances (meth and cocaine) and special offender status for conspiracy and importation.

The financial impact on locals is twofold. First, the $500,000 bond for Miller means the court system is holding a substantial amount of cash tied up in her detention, assuming she posts it. Second, the continued presence of these key players in the supply chain means the local drug market remains volatile. When Hunsberger is out of “water,” the whole valley feels it.

Miller remains in the Mesa County Detention Facility. Hunsberger remains in the county Detention Center. The task force is still listening. The wires are still hot. And the “sodas” are still moving.
