RESOLUTION 2026-18
City Councilors voted to approve the city’s fee schedule effective January 1, 2027.
City Clerk Lisa DelPiccolo said proposed fee schedule revisions are brought to City Council each year for discussion at an October work session. Adoption of the fee schedule for the upcoming year is considered by City Council at the first regular meeting in November in conjunction with the first reading of the budget ordinance.
**LANDFILL AGREEMENT EXTENSION **
City Councilors voted to approve a one-year extension of the Bruin Waste Landfill Agreement.
General Services Superintendent Mace Jensen said the city’s solid waste operation collects trash from residential and commercial customers, delivers it to Bruin Waste’s transfer station near the airport, and Bruin transfers that waste to a landfill near Naturita, CO. The city has used Bruin Waste for landfill services for two years. These services have resulted in significant savings to city operations compared to other bidders. Bruin has performed very well and is a good partner in this operation.
With this contract renewal, Bruin Waste increased the tipping fee tonnage rate from $66.37per ton to $71.00 per ton. This increase aligns with the annual CPI increase, labor cost increases, and higher fuel costs. A cost increase was anticipated in the 2026 and 2027 budgets and will not require an increase to customer rates.
**BLACK CANYON FLATS OGDEN FRONTAGE PIPING FUNDING REQUEST **
City Councilors voted to authorize $25,000, payable to Ridgway Valley Enterprises, for piping of the stormwater/irrigation ditch along the Black Canyon Flats affordable housing project's Ogden Road frontage sidewalk.
City Engineer Scott Murphy said the project is necessary to ensure a safe pedestrian connection for residents of this area.

This plat subdivides the existing building into five individually conveyable units, along with limited common elements. The property is zoned “R-4” High Density District. City Council approved the Cedar Creek Townhomes Preliminary Plat on August 2, 2022.
**CHIPETA LAKE 2 ADDITION ANNEXATION HEARING **

These properties are adjacent to 6400 Road and at the ends of Prospect Drive, Sanctuary Drive, and Steep Rock Drive. This preliminary plat renews the unbuilt portion of the Spruce Point Subdivision and consists of 129 residential lots, along with associated rights-of-way, easements, and sites for future development. The property is zoned “R-3A” Medium High Density District.
The Planning Commission unanimously recommended approval of the Spruce Point Subdivision Amended Preliminary Plat during it’s October 14, 2026, meeting.
