HISTORIC PRESERVATION COMMISSION APPLICANT INTERVIEWS
City Councilors met with John Eloe and Darlene Mora to discuss filling vacancies on the city’s Historic Preservation Commission. The council will hold a vote at a future meeting to fill vacancies on the commission.
**IT PURCHASE AUTHORIZATION - MOTOTOLA FLEX MAINTENANCE RENEWAL **
City Councilors were presented with the proposal to renew the annual software support and maintenance agreement for Motorola FLEX software in the total amount of $89,117.11.
Information Services Director Greg Story said Motorola FLEX (formerly Spillman Flex) is a comprehensive public safety software suite that provides computer-aided dispatch (CAD), law records management (RMS), mobile dispatch/mapping, evidence tracking, and Colorado Crime Information Center and National Crime Information Center queries. It serves as the core operational platform supporting dispatch, police, fire, and emergency medical services across the city and partner regional agencies. The annual maintenance agreement ensures continuous software updates, interface support, system maintenance, and technical assistance required to maintain mission-critical public safety operations.
PUBLIC WORKS DIVISION OF PROPERTY OFFICIAL ACT OF THE CITY
City Councilors were presented with a proposal to grant a meter/regulator station, gas lines, and appurtenance easements to accompany the Public Works Division of Property Official Act of the City Plat.
This action would include the adoption of Ordinance 2734 to authorize the conveyance of an interest in city-owned real estate.
City Engineer Scott Murphy said the city has worked to acquire various parcels of land and easements to make all of these improvements associated with the Sanitary Sewer Lift Station Elimination Project of 2027, the Uncompahgre Riverway Connect Trail project of 2019, the ongoing Rio Grande extension project, and the new Public Works Facility project.
This official act of the city would remove obsolete property boundaries, utility easements, and dedicated utility and drainage easements to match new infrastructure, and would grant easements to Black Hills Energy to facilitate construction of a regulator station on city property in support of the new Public Works Shop. This effort would also dedicate rights-of-way for South Rio Grande Avenue and the extension of Anderson Road.
BELLE HAVEN ESTATES SUBDIVISION RELEASE OF LIEN
City Councilors were presented with a proposal to approve a lien release associated with public infrastructure for the Belle Haven Estates Subdivision.
City Engineer Scott Murphy said Belle Haven Estates is a residential subdivision located immediately east of 6700 Road. As part of its original construction from 2004 to 2005, the City of Montrose placed a lien on the parent parcel to allow platting to move forward before public infrastructure was constructed for the subdivision. The developer then completed the required infrastructure, which was accepted by the city in multiple filings over the following years. About 20 years ago, the City Attorney’s Office prepared a global release of liens for individual parcels in the subdivision, but the release was never officially recorded. The proposed release of lien would serve to correct this issue and eliminate the need to release liens within the subdivision on a lot-by-lot basis.
AT-LARGE CITY COUNCIL SEAT APPLICANT INTERVIEWS
City Councilors interviewed John Brown, Danielle Godt, and Cindee Williams to fill the vacant At-Large City Council seat. The council will vote to appoint a new City Council member later Tuesday during their regular meeting.
**GENERAL CITY COUNCIL DISCUSSION **
Councilor Ed Ulibarri inquired about the possibility of providing each veteran living in Montrose with a ceremonial brick at the new Montrose Veterans Memorial, perhaps in partnership with Montrose County. There are an estimated 3,000 veterans currently living in Montrose.
City Councilors discussed their 2027 City Council meeting schedule with City Clerk Lisa DePiccolo.
