Durango, CO: **The City of Durango has reached full compliance with Proposition 123 requirements for the 2024–2026 cycle, securing continued access to affordable housing funding for the next three years.
During the Aug. 18 Durango City Council meeting, Prosperity Officer Mike French announced the confirmation from the Colorado Department of Local Affairs. French credited the work of the city’s housing team, regional partners, and organizations that have contributed to affordable housing development in recent years.
“We reached two significant milestones,” Housing Program and Operations Administrator Cody Minnich said. “First, the city codified expedited review for qualifying affordable housing projects, ensuring a determination within 90 days of application. Second, we grew our affordable housing stock by 3 percent annually, or 9 percent over that three‑year period, which for the city equates to 184 units. Meeting these goals allows us to maintain eligibility for crucial housing funds, not only for city projects but for partners as well.”

Minnich also said that Durango’s efforts pushed statewide totals above a 2,000‑unit milestone, prompting DOLA to issue its own announcement highlighting the city’s contribution. Council members thanked the Prosperity Office and the collaborators who made compliance possible.
“Thank you for all your hard work,” Councilor Jessika Buell said. “Our partners are super important, and no one can do this alone. I truly appreciate the effort put in to reach this goal.”
“This is a major accomplishment,” Councilor Gilda Yazzie said. “People don’t always understand what it takes to meet 3 percent growth year after year and 9 percent over the full contract period. It doesn’t happen with one entity. Our partners work hard together to meet these goals, and long‑term it really makes a difference when we can support each other and move workforce housing forward.”
