The Grand Junction Police Department, in coordination with De Beque Marshal’s Office, Fruita Police Department, Mesa County Sheriff’s Office, and Palisade Police Department, is excited to introduce the Blue Envelope Program to Mesa County. This program was created to reduce stress and enhance communication between law enforcement officers and individuals with conditions or disabilities that may impact communication during police interactions.
This initiative is currently being used by several law enforcement agencies on Colorado’s Eastern Slope, and the Grand Junction Police Department is proud to bring this program to Mesa County. Law enforcement in Mesa County will continue to provide a high level of service when responding to any incident and the Blue Envelope Program allows law enforcement officers to quickly recognize when they are interacting with someone who might need extra time during an interaction.
The program provides participating individuals with a blue envelope to store essential documents, such as vehicle registration, proof of insurance, and emergency contact information. The envelope also includes guidance for both officers and participants on effective communication techniques.
How does it work?
When an officer sees a blue envelope or another easily recognizable item indicating participation in the Blue Envelope Program — such as a bracelet, bumper sticker, or pin — it serves as a visual cue that the individual may benefit from a different communication approach during a traffic stop or other police interaction.
What are the benefits of the program?
The program is designed to reduce anxiety and misunderstandings during traffic stops and other interactions with law enforcement by fostering clear and effective communication. Participation in the program is voluntary, anonymous, and free of charge. While the program gives both law enforcement and participants a tool to better understand potential communication needs, participants are still expected to follow lawful instructions to help ensure a safe and effective interaction for everyone involved.
