The meeting of the Town Council was called to order by Mayor Scott Pearson at 8:30 a.m. on Wednesday, June 17,
2026. The meeting was held in person with virtual access provided through Zoom.

move into Executive Session at 8:32 a.m. for the purpose of:

Council returned to open session at a.m.

No public comment was received.
Staff Introductions ( 4)
Interim Town Manager Michelle Bulson and Senior Planner Daniel Alvarado presented. Housing Director Brittany
Newell and Planner 1 Elise Chessman were introduced.
Staff was recognized for employee awards presented at the Staff Picnic.
Consent Agenda (5)
All matters in the Consent Agenda are considered to be routine by the Town Council and will be enacted
with a single vote. There will be no separate discussion of these items. If discussion is deemed necessary,
that item should be removed from the Consent Agenda and considered separately:

b. Consideration of Approval of an IGA Between the Town of Mountain Village and the Colorado
Energy Office for Local IMPACT Accelerator Grant Program Award

Town Clerk Susan Johnston, Public Works Director Scott Pittenger, Sustainability & Grants Project Manager
Lauren Kirn, and Finance Director Lizbeth Lemley presented. Council discussion ensued. On a MOTION by Dan
Jansen and seconded by Huascar E. Gomez (Rick), Council voted unanimously to approve the consent agenda as
presented.
Mountain Village Liquor Licensing Authority (6)
a. Consideration of Approval of a Special Event Permit for the San Miguel Resource Center for a
up1ay it Forward" Event at the Telluride Raquet Club at the Peaks on June 28, 2026 from 8:00 am to
4:00 pm
Susan Johnston and San Miguel Resource Center Board President Kelli Duprey presented. Council member Pete
Duprey recused himself. Council discussion ensued. The Mayor opened a public hearing. No public comment was
received. The Mayor closed the public hearing. On a MOTION by Huascar E. Gomez (Rick) and seconded by

Tucker Magid, Council voted (6 -0) (Pete Duprey was recused) to approve the application for a special event permit
by San Miguel Resource Center for a Play It Forward event at the Telluride Raquet Club at the Peaks on June 28,
2026 from 8:00 AM to 4:00 PM.
b. Consideration of Approval of a Special Event Permit for the Jarman Family Foundation and
Telluride Reserve Events on July 31, 2026 from 2:00 PM to 5:00 PM & August 1, 2026 from 9:00 AM
to 10:00 PM
Susan Johnston and Event Manager Geneva Shaunette presented. Council discussion ensued. The Mayor opened a
public hearing. No public comment was received. The Mayor closed the public hearing. On a MOTION by Dan
Jansen and seconded by Tucker Magid, Council voted (7 -0) to approve an application for a special event liquor
permit by the Jarman Family Foundation and Telluride Reserve Events on July 31, 2026 from 2:00 PM to 5:00 PM
& August 1, 2026 from 9:00 AM to 10:00 PM.
Department Updates and Business & Government Activity Report (BAGAR) (7)
Michelle Bulson and Lizbeth Lemley presented. Council discussion ensued.
Bright Futures Update (8)
Lizbeth Lemley, Mountain Munchkins Director Chambers Squier, Strong Start Coordinator Cathy Barber, and
Strong Start Executive Director Kathleen Merritt presented. Council discussion ensued.
Presentation of Findings (9):
a. Thermal Energy Network Final Feasibility Study
Community Development Director Amy Ward, Scott Pittenger, Lauren Kirn, and CEO of the Grey Edge Group
Matt Garlick presented. Council discussion ensued.
Council moved to items 13, and 14 before items 10, 11, and 12.
Consideration of Approval of a Resolution Establishing Expedited Review Policies for Affordable Housing
Projects for the Purposes of State Prop 123 Participation (10)
Amy Ward presented. Council discussion ensued. The Mayor opened a public hearing. No public comment was
received. The Mayor closed the public hearing. On a MOTION by Dan Jansen and seconded by Tucker Magid,
Council voted unanimously to approve a Resolution establishing expedited review policies for affordable housing
projects for the purposes of State Prop 123 participation based on the findings of this meeting and the staff memo
of record dated June 9, 2026.
Consideration of Approval of a Water Storage Lease Agreement with the Public Service Company of
Colorado (11)
Michelle Bulson, Public Service Company of Colorado representative Drew Hancherick, and Town Attorney David
McConaughy presented. Council discussion ensued. On a MOTION by Alline Arguelles and seconded by Tucker
Magid, Council voted unanimously to approve of a Water Storage Lease Agreement with the Public Service
Company of Colorado.

Second Reading, Public Hearing and Council Vote on an Ordinance Regarding Community Development
Code Amendments to Section 17.5.12 Lighting Regulations Staff is Requesting that this Item be
Continued to the July 16. 2026 Town Council Meeting (12)
Amy Ward presented. On a MOTION by Huascar E. Gomez (Rick) and seconded by Harvey Mogenson, Council
voted unanimously to continue the second reading, public hearing, and consideration of an Ordinance amending
Community Development Code section 17.5.12 Lighting Regulations to the July 16, 2026 meeting.
Consideration of Approval of a License Agreement for Tellwide Racquet Club's Use of the Paddle Tennis
Facilities for Pickleball (13)
Business Development Manager Molly Norton presented. Council discussion ensued. On a MOTION by Pete
Duprey and seconded by Alline Arguelles, Council voted unanimously to approve the License Agreement between
the Town of Mountain Village and Telluride Racquet Club c/ o Erin Frey for use of the platform paddle tennis
courts located at 136 Country Club Drive, and to authorize the Interim Town Manager to execute the agreement on
behalf of the Town.
Consideration of Approval of 2026 Sponsorship Agreement with Telluride Film Festival and to Grant
Town Manage.r Authority to Negotiate and Approve a Town Hall Lease Agreement (14)
Molly Norton presented. Council discussion ensued. On a MOTION by Huascar E. Gomez (Rick) and seconded
by Harvey Mogenson, Council voted unanimously to approve the License Agreement between the Town of
Mountain Village and the National Film Preserve, Ltd./ Telluride Film Festival, and to authorize the Interim Town
Manager to negotiate and execute a Town Hall Council Chambers Lease Agreement with the National Film
Preserve, Ltd. consistent with the terms of the Sponsorship Agreement.
Consideration of Approval of a Resolution to Grant a Height Variance for the Development of a Single-
Family Home on Lot 164-BlR, TBD San Joaquin Rd (15)
Daniel Alvarado presented. Council discussion ensued. On a MOTION by Huascar E. Gomez (Rick) and
seconded by Alline Arguelles, Council voted unanimously to continue consideration of a Resolution approving a
Height Variance for a new Single-Family Home on Lot 164-B 1 R, TBD San Joaquin Road pursuant to CDC Section
17.4.16 to the regular Town Council meeting on July 16th, 2026.
Independent Investigation Report Review and Consideration of Recommendations for Future Actions (16)
Michelle Bulson and Wheeler Trigg O'Donnell Lawyer Nick Boeving presented. Council discussion ensued. No
public comment was received.
