The meeting of the Town Council was called to order by Mayor Scott Pearson at 2:00 p.m. on Thursday, March 19,
2026. The meeting was held in person with virtual access provided through Zoom.

Consent Agenda (4)
All matters in the Consent Agenda are considered to be routine by the Town Council and will be enacted
with a single vote. There will be no separate discussion of these items. If discussion is deemed necessary,
that item should be removed &om the Consent Agenda and considered separately:
a. Consideration of Approval of February 19, 2026 Special Town Council Meeting Minutes
Town Clerk Susan Johnston presented. Council discussion ensued. On a MOTION by Huascar E. Gomez (Rick)
and seconded by Tucker Magid, Council voted unanimously to approve the consent agenda as presented.
On a MOTION by Dan Jansen and seconded by Huascar E. Gomez (Rick), Council voted unanimously to
convene as the Town of Mountain Village Housing Authority.
Mountain Village Housing Authority (5)
Consideration of Appointments:
a. One Resident Seat for a Two-Year Term on the VCA Resident Committee
Housing Director Drew Nelson and Brittany Newell presented. Council discussion ensued. On a MOTION by
Alline Arguelles and seconded by Huascar E. Gomez (Rick), Council voted (6 -1) to appoint Leslie Browning to the
VCA Resident Committee for a two-year term expiring March 2028.
b. Consideration of Amendments to the Village Court Apartments (YCA) Resident Advisory
Committee Framework
Drew Nelson and Brittany Newell presented. Public comment was received by Sterling Parks. Council discussion
ensued. On a MOTION by Huascar E. Gomez (Rick) and seconded by Tucker Magid, Council voted unanimously
to approve the revised VCA Resident Committee Framework with the change that the meetings must be public and
the doors must remain unlocked, and with the addition of Huascar E. Gomez (Rick) as the Council appointee.
c. Consideration of Approval of a Resolution Amending the Village Court Apartments (VCA) Fee
Schedule
Finance Director Lizbeth Lemley presented. Council discussion ensued. On a MOTION by Tucker Magid and
seconded by Harvey Mogenson, Council voted unanimously to adopt a Resolution revising the 2026 Village Court
Apartments 2026 Rent and Fee Schedule to reflect the change in the fee for in office credit card payments.

Transit & Recreation Director Jim Loebe and Drew Nelson presented. Council discussion ensued. On a MOTION
by Scott Pearson and seconded by Harvey Mogenson, Council voted unanimously to table the Gondola Parking
Garage pilot program for parking for residents of Village Court Apartments.
Department Updates and Business & Government Activity Report (BAGAR) (6)
Assistant Town Manager Michelle Bulson and Lizbeth Lernley presented. Council discussion ensued.

Consideration of Approval of the First Amended and Restated Agreement Regarding Maintenance
Obligations, Town and See Forever Village 1 (8)
Town Attorney David McConaughy presented. Council discussion ensued. On a MOTION by Alline Arguelles
and seconded by Harvey Mogenson, Council voted unanimously to approve the first amended and reinstated
agreement regarding maintenance obligations between the Town and See Forever Village Owners Association, Inc.
Consideration of an Intergovernmental.Agreement for Remittance of Lift Tax Revenue with SMART (9)
David McConaughy, Lizbeth Lernley, Michelle Bulson and SMART Executive Director David Averill presented.
Council discussion ensued. On a MOTION by Pete Duprey and seconded by Tucker Magid, Council voted
unanimously to approve the Intergovernmental Agreement for Remittance of Lift Tax Revenue between the Town
and the San Miguel Authority for Regional Transportation.
Consideration of Approval of an Amended and Restated Agreement Between the Town of Mountain
Village and the Telluride Bluegrass Festival, Inc .. Regarding the Production of the Bluegrass Festival for
2026 Through 2030 (10)
Jim Loe be and Vice President of Planet Bluegrass Zach Tucker presented. Council discussion ensued. On a
MOTION by Pete Duprey and seconded by Alline Arguelles, Council voted unanimously to approve an amended
and restated Agreement between the Town of Mountain Village and the Telluride Bluegrass Festival, Inc., regarding
the production of the Bluegrass Festival for 2026 through 2030.

Mountain Munchkins Director Chambers Squier and Lizbeth Lernley presented. Council discussion ensued.

First Reading, Setting of a Public Hearing and Council Vote Oil an Ordinance Regarding Community
Development Code (CDC) Amendments for Compliance with Colorado Wildfire Resilience Code (CWRC)

Senior Planner Daniel Alvarado and Chief Building Official Lars Forsythe presented. Council discussion ensued.
On a MOTION by Alline Arguelles and seconded by Huascar E. Gomez (Rick), Council voted (7-0) to approve
on first reading an Ordinance regarding Community Development Code (CDC) amendments to CDC Section
17.5.6: Building Design and adding Section 17.7.22: Colorado Wildfire Resiliency Code (CWRC) and to set the
second reading, public hearing and final Council vote for April 23, 2026 and make the effective date July 1, 2026.
Council moved to 2025 Historical Museum Annual Report, Item 17

David McConaughy presented. Council discussion ensued. On a MOTION by Alline Arguelles and seconded by
Tucker Magid, Council voted (7-0) to approve on first reading an Ordinance creating a background check process
for prospective massage facility operators, owners,_and employees and to set the second reading, public hearing and
final Council vote for April 23, 2026.
First Reading, Setting of a Public HNtriog and Council Vote on an Ordinance Adjusting Certain Penalties
in the Mountain Village Municipal Code (14)
David McConaughy presented. Council discussion ensued. On a MOTION by Tucker Magid and seconded by
Pete Duprey, Council voted (7-0) to approve on first reading an Ordinance adjusting certain penalties in the
Mountain Village Municipal Code and to set the second reading, public hearing and final Council vote for April 23,
2026.
Consideration of Approval of a Resolution Concerning Records Retention Policies (15)
David McConaughy presented. Council discussion ensued. On a MOTION by Tucker Magid and seconded by
Huascar E. Gomez (Rick), Council voted unanimously to approve of a Resolution concerning record retention
policies.
Review of 2025 Forestty Program Projects and Forestry Update (16)
This item was rescheduled for the April 23, 2026 Town Council Meeting.
2025 Telluride Historical Museum Annual Report (17)
Telluride Historical Museum Executive Director Kiernan Lannon presented. Council discussion ensued.
