The meeting was held both in person and via virtual meeting portal Zoom Meeting, pursuant to
the Town’s Electronic Participation Policy.
The Mayor called the meeting to order at 6:00 p.m. In attendance Councilors Grambley,
Greenwood, Montague, Scoville, Mayor Pro Tem Lakin and Mayor Clark. Councilor Kroger was
absent.

Change of liquor license trade name from The Million Roadhouse to Ridgway Pizza & Tap.

Renew Tavern liquor License for Sherbino Theater.
Water leak adjustment for 500 Chipeta Drive.
ACTION:
It was moved by Mayor Pro Tem Lakin, seconded by Councilor Grambley to approve the consent
agenda. The motion carried unanimously.
PUBLIC COMMENTS
Dana Ivers asked the Council to reconsider addressing the proposed idling ordinance. She noted
many communities have adopted similar ordinances, and though enforcement may be hard to
address, it puts people on notice that such regulations exist.
Tony Mendoza expressed gratitude for the Town’s support during the Gold Mountain Fire incident
and for “supporting us during this time”.
Angela Hawse supported the comments made by Dana Ivers, stating she understands
enforcement would be an issue, but noted many local regulations “aren’t enforced”.
PUBLIC REQUESTS AND PRESENTATIONS
- Update from Region 10 League for Economic Assistance & Planning

Michelle Haynes Executive Director with Region 10 League for Economic Assistance and
Planning presented an update on the non-profit organization. She explained Region 10 is
one of fourteen planning regions in the state, and serves six counties and eighteen
communities. The five million dollar budget is funded 83% through grant funds, and 3% from
member dues. The primary areas of service include transportation planning; community
development and support; regional economic development strategy; regional broad band
network; small business resources including low interest loans and tax credits; and the
agency on aging, which is the largest funded program.
There were comments from Council.
- Presentation regarding the Adobe Inn reopening and ongoing revitalization efforts
Hunter Orahood and Seth Tabor new owners of the Adobe Inn reported with the assistance
of a Region 10 Historic Recognition Preservation grant, the Inn has been renovated. Their
mission was to “revitalize the community living room for people to meet” with the lobby and
bar open four days a week offering a limited food menu. They noted they are in the process
of rebuilding and refurbishing the kitchen, and thanked the Town for all the support.
POLICY MATTERS
- Request for the addition of patio area to the existing liquor license for Chloe’s Charcuterie &
Wine
Holly Kintz owner of Chloe’s Charcuterie & Wine requested addition to the beer and wine
liquor license for a patio area recently constructed on the back of the licensed premises. She
explained the area is now fully landscaped with a ten person community table, four two top
tables and a small stage.
ACTION:
Mayor Pro Tem Lakin moved to approve the addition of a patio area to the existing liquor license
for Chloe’s Charcuterie & Wine. Councilor Scoville seconded, and the motion carried
unanimously.
- Presentation on preliminary recommendations for Housing Action Plan
Brian Points, Robyn Player and Mike Manning with Points Consulting presented an overview
of the Town of Ridgway Housing Action Plan, noting a work session to review the plan more
extensively will be held on August 12
th
. It was reported based on Senate Bill 24-174, the
Sustainable Affordable Housing Assistance Act, communities are required to adopt by 2028
a housing action plan. The plan being prepared for the Town includes an action plan with five
goal areas which include policies and procedures; providing future housing; life cycle housing
provision; momentum building and workforce housing enhancement. Following the meeting
the Planning Commission will refine the proposed goals and develop an implementation plan
reflecting the goals Council determines are in the best interest of the Town. The plan will
address specific actions, timelines and partners for each goal. A completed draft is expected
to be completed in August and then presented to the Council for review. The draft plan will
be posted for a thirty day public review period and after evaluation of public comments, the
Commission will prepare a final draft of the plan to be presented in a public hearing to the
Council for final adoption.

Sara Pinnix with Destination by Design presented a draft marketing strategy for the Town
which was “led by community input and ideas”, “to help you tell your story”. The three core
principles and strategic framework of the plan is local life leads; purposeful stewardship;
tourism that works here. She presented the first year marketing objectives which included
stabilizing the shoulder season, guiding area visitors to the Town core and promote
stewardship messaging; audience segmentation and market positioning addressing heritage,
culture and regional travelers. Focusing on the facts the Town is “unique” “welcoming” and
has “some really great things to offer” she suggested positioning should include authenticity,
dark sky community, outdoor recreation access, and a unique arts community. The first
campaign concept would be “Rooted in Ridgway” and include “rooted in earth” focus on the
the outdoors and stewardship; “rooted in story” history, heritage and local life; “rooted in
culture” makers and merchants; “rooted in wellness” balance, wellness and healing. She
suggested the campaign could begin this fall in the tourism “shoulder season” called
“basecamp to the cosmos” focusing on fall foliage and dark skies.
There where questions and comments from the Council.
Ms. Pinnix noted the next steps are a stakeholder and community review period; delivery of
the final marketing plan by the end of July; and at the beginning of August start to capture
content and campaign development to be completed by the end of September.
- Request to submit application for the Colorado Tourism Office Tourism Marketing Grant
Program to support implementation of the Destination Marketing Plan
Community Initiatives Facilitator Tera Wick presented a request to authorize submittal of a
letter of intent, and if invited a full application, to the Colorado Tourism Office for a Tourism
Marketing Grant up to $49,000 to support implementation of the Destination Marketing Plan.
There were questions from Council to staff.
ACTION:
Councilor Grambley moved to authorize staff to submit a Letter of Intent, and if invited an
application, to the Colorado Tourism Office for a Tourism Marketing Grant for up to $49,000 by
the published deadlines, with a two to one match required, to support implementation of the
Strategy and Destination Marketing Plan in 2027 with a second by Councilor Montague the motion
carried unanimously.
PUBLIC HEARINGS
- Second Reading of Ordinance No. 04-2026 Establishing Section 7-13 “Community Housing
Regulations” of the Ridgway Municipal Code and Amending Section 7-9-2 “General
Definitions” to Define Community Housing”
Staff Report dated 7-2-26 from Senior Planner Angie Kemp presenting Ordinance No. 03-
2026.
Planner Kemp noted at the prior meeting Council introduced an ordinance establishing
community housing regulations. Community housing incorporates units restricted for
occupancy by eligible household and are restricted for continuing affordability. When lots are
set aside they are referred to as Community Housing lots. The program structure requires
ten percent of the units in a project to be dedicated to community housing but an alternative
compliance method can be offered. Requirements for administering the housing are
addressed to ensure continued affordability and compliance methods and incentives are

included. She reported one comment letter has been received from the Home Trust of Ouray
County, a partner in housing solutions and programs.
ACTION:
Mayor Pro Tem Lakin moved to approve on second reading Ordinance No. 04-2026 Establishing
Section 7-13 “Community Housing Regulations” of the Ridgway Municipal Code and Amending
Section 7-9-2 “General Definitions to define “Community Housing” and Councilor Montague
seconded the motion which carried unanimously.
POLICY MATTERS (continued)
- Resolution No. 26-05 Adopting Community Housing Guidelines
Planner Kemp presented a resolution with Community Housing Guidelines, noting adoption
through a resolution allows the document to be revisited often, and modifications to easily be
made.
ACTION:
Moved by Mayor Pro Tem Lakin, seconded by Councilor Grambley and unanimously carried to
adopt Resolution 26-05 Adopting Town of Ridgway Community Housing Guidelines.
- Confirmation of Stage 2 Mandatory Water Restrictions
The Mayor noted the Town has implemented Stage 2 Mandatory Water Restrictions.
There were questions to staff, and comments by the Council.
ACTION:
Mayor Pro Tem Lakin moved to confirm the Stage 2 Water Restrictions promulgated last week.
Councilor Grambley seconded the motion which carried unanimously
- Confirmation of Emergency Stage 2 Fire Restrictions on burning and fires
Staff Report from the Town Manager reporting on June 9
th
the Town followed lead with Ouray
County and other agencies in the region to implement Stage One fire restrictions, and on
June 28
th
entered into Stage Two.
ACTION:
Moved by Councilor Montague, seconded by Councilor Grambley to confirm the emergency Stage
2 Fire Restrictions. The motion carried unanimously.
MISCELLANEOUS REPORTS
The Town Manager reviewed a proposed meeting schedule for preparation of the 2027 Fiscal
Year Budget. There was discussion and it appeared all draft meeting dates would work for
members of the Council.
The Town Manager presented an overview of the written monthly Managers Report.
The Town Clerk/Treasurer presented revenue projections from the second quarter of 2026.
